How to use retention policies for SPO/OneDrive documents with adaptive scopes and usage of refinablestrings etc. as managed properties. I did not find a proper documentation how to use it. What is best practice in a larger organization? Do those refinables have to be defined tenant wide or is it per site? Some guidance?

MicrosoftOur Customer Adoption Team has provided some great guidance for this in this blog post below and includes a link to a webinar where this is shown in more detail. Bottom line is you should set properties in the property bag to classify SPO sites and you can use user AAD attributes for ODB:
