I expect Microsoft may offer a freemium-style model for this.
A suggestion; once a user is created, they must complete information security training hosted on learn.microsoft.com. Once they've completed their information security training, their account can access Outlook | Teams | Dynamics 365 | whatever. Maybe this information security certification is valid for 6-12 months. Users get an automated reminder 30 days in advance. If they renew, their access continues. If they haven't recertified in information security, their access to Teams | Outlook | Dynamics 365 is suspended. Also applies to health and safety | equality, diversity & inclusion | fire safety | etc
These universal capabilities could be free.
