register hardware program failed

Following hardware program registration procedure documented in https://docs.microsoft.com/en-us/windows-hardware/drivers/dashboard/register-for-the-hardware-program, it failed at the last step as

    I have tried several different options:
    1. Clearer cache and try it after, same error;
    2. Using InPrivate browser mode, same error;
    3. Using different browser, Chrome, FireFox, IE, and Edge, same error;
    4. Trying it on different OS platform, Windows 10 and Mac, same error.
    Anyone else see the same issue? Thanks
