Windows Admin Center Horizontal Scalability

We have the ability to run the gateways in a HA active/passive cluster, but was wondering if there were any plans to make an instance of WAC scale horizontally? We have a fleet of 10k+ windows servers and many owners across different teams that would potentially be accessing the tool concurrently.

Because of the active/passive configuration WAC seems to really only scale vertically by throwing more resources at the one active node. Can a given instance WAC be made to scale horizontally so we can distribute the load of multiple admins working on the tool at the same time?
