WAC ERR_CONNECTION_REFUSED

Hello

I just setup WAC on a new Azure VM yesterday, was able to add servers, SSL cert, etc. without issue. This morning, I go to open WAC and get "ERR_CONNECTION_REFUSED" - remotely and on the server itself. I've tried tinkering with the firewall, some suggestions involved changing the Log On As, etc. but it's still not working. The server does not do anything else, no other applications are installed on it. 

Any thoughts on this?
