WAC does not detect installation of WMF 5.1 on Server 2008 R2

I've installed WAC and connecting to most of my servers works very well.  I do have one Windows 2008 R2 Server that I'm trying to migrate to a 2019 server.  WMF 5.1 is installed, however WAC says it's not.  I can't find any help on this issue.  Anyone have any ideas?

    RickW did you find out what this was please? I have a 2008 R2 server doing the same...

      I did not. Seems to be an issue with old tech as far as I can tell. I am now scheduling a replacement of the old server.
