I experienced the same behaviour with several OS versions (Client and Server) running the WAC. The reason for WAC marking a NIC as "Up (Excluded)" is becauase the NICs driver manufacturer is reported to be "Microsoft". Using the manufactureres Drivers, rebooting the host and starting cluster creation from scratch solved it!
