Save data as in performance monitor is grayed out

Dear Colleagues,

I want to export windows server performance monitor as an xls file to export to Excel file. My final aim is to create a dashboard from it.

Unfortunatelly when I go to performance monitor section on the left and want to right click on the chart at right and select "save data as" , this sentence is grayed out.

I tried to create user collector set , and start & stop the feature. In both conditions, the  "save data as"   is grayed out.

Please help that how I could bring it back from graying out in order to save data as "xls" and finally create dashboard in excel.

P.S. I would be thankful to get me  a link or youtube file about how to create dashboard in excel for KPI of network objects.
