Install/uninstall issue on Windows Server 2019

I have a domain member server VM running Windows Server 2019.  When I created the VM, I installed Windows Admin Center.  For some reason, it is stuck trying to install the latest Admin Center update.  I have tried re-installing and removing Windows Admin Center, but both actions fail.  Does anyone know of any command line switch I can use to force its removal so I can re-install a "fresh, clean" install of version 1809.5.1?  Thanks.
