It's known "glitch" with refreshed Server eval ISOs since 2019
you can still attempt to set edition to ServerStandardCor, it will give error 1168 at the end, but reboot nevertheless and it could be converted
otherwise, use base (unupdated) Server eval ISO

I am now a happy man. When I ran SConfig I managed to activate the server. Thank you
