404 not found when I launch Honolulu 17x, reinstall not working.

Hi all.  Using PH since it came out and it's great.  Unfortunately it stopped working on my Windows 10 office PC.  I get http 404 not found.  I'm using the standard localhost:6516/.  I tried reinstalling but it never finishes, I get to "Validating Install" then it says setup wizard ended prematurely.  I tried uninstalling and that didn't work.  I realize it is preview, but I just installed Server 2019 preview and want to get going there.

 

I got Event 11708, installation failed and I get Event 1033, Windows Installer installed the product. Product Name: Project 'Honolulu' (Technical Preview). Product Version: 1.1.10603.0. Product Language: 1033. Manufacturer: Microsoft Corporation. Installation success or error status: 1603.

 

I also see earlier Event 10010, Restart Manager, Application 'C:\Program Files\Project 'Honolulu' (Technical Preview)\SmeDesktop.exe' (pid 11640) cannot be restarted - Application SID does not match Conductor SID..

 

I'm at a loss here, perhaps I have a missing patch?  Thanks in advance.
