WSUS installation and reporting

Hi Experts, I am in the process of setting up WSUS for my organization and have caught a blocker.

Configuration: Windows Server 2019, allocated memory 80GB to C drive.

Issue1 : Not able to install Report viewer as it asks for Microsoft System CLR 2012 which I am not able to find on the we

Issue 2: Despite adding more storage the Update Database is occupying all the memory :(, whats the optimal size or how can I manage the space.
