I'd check that the latest SSU has been installed.

- If remove or uninstall KB4490628 and kb4474419, later install KB4530734 it will work or still, the same issue will be repeated?
KB4490628 and KB4474419 are prerequisites to installing KB4530734
You never did say what happens when you try??

- Before this already try to install KB4530734 through Microsoft®Update Catalog but not successful as the same issue repeated.
