I am looking to buy a license for “Windows Server 2025 Standard arm64”
Is a normal (x64) license usable?

Server arm64 is not officially released or generally available
it's only available as Insider Preview builds, which has dedicated keys for activations that works for both architectures

It would be wholly unacceptable (and unprecedented) for Microsoft to let the evaluation versions of Windows Server 2025 on ARM64 to expire (September 2025) before releasing a GA version, considering it has been over a year. I would expect some kind of formal announcement from Microsoft, especially considering Windows 11 on ARM64 works extremely well!
The licenses aren't tied to CPU architecture. It covers 2025 standard license covers both x64 and ARM64 builds, the licensing model is based on edition and core count, not the processor type.
