Windows Server 2025 - Cannot Pin Tools and Apps on Start Menu

I am evaluating Windows Server 2025, Version 24H2 (OS Build 26100.32690)

I am unable to pin Admin Tools or any other app on Start Menu.

Taskbar pinning works well but not the Start Menu.

Anyone experiencing the same ?

    Hi, first thing I’d check is policy. Look for Start menu layout/customization policies, especially anything that locks the Start layout or prevents customization. Also test with a fresh local admin profile. If taskbar pinning works but Start pinning does not, and no policy is set, it may be a Server 2025/24H2 shell bug worth filing through Feedback Hub or support.
