Windows Server 2025 - Cannot Pin Tools and Apps on Start Menu

I am evaluating Windows Server 2025, Version 24H2 (OS Build 26100.32690)

I am unable to pin Admin Tools or any other app on Start Menu.

Taskbar pinning works well but not the Start Menu.

Anyone experiencing the same ?
