The right chipset driver is installed. Windows can see the right USB Controller but Windows 2019 can't start the device.

I'd try a later firmware (if available) If it doesn't help then the hardware may have failed and I'd suggest submitting a case here with product support.

Today I installed the 2nd Server with Windows Server 2019.
USB port is ok until I install the Hyper-V Option in Windows Server 2019.
Is there a Bug in Hyper-V 2019 and USB?

You'll need to ask Supermicro about this. The burden of certification and vetting for Server 2019 is on them to do.
