We performed many debugging actions including the suggested one.
We stopped the windows update services deleted the registry keys and deleted the software distribution folder without success.

- Do you have access to a Windows 10 or Windows 11 device?
If yes, open start and search for feedback and open the Feedback Hub app and file a bug report and in the list select Windows Server and attach log files.
Try connect to the Windows Update directly and try download and install the latest update and restart your PC and see if the problem persist?- Many thanks for your suggestion . We cannot connect our server to internet . We must use wusus only. Regards
