I activated the license server before and installed 100 per Device CALs. When I used the first two clients to remote into the server, I was able to see the remaing 98 per Device CALs

Hello,

 

It is sounding like the server has not been setup to use the licencing server. I am taking a guess here and going to say you do not have a connection broker, but I could be wrong.

 

This can be done via gpo / local security policy or PowerShell.
