Windows Server - Web services - Locating Error

External entity is trying to connect to web service (SOAP) running on Windows 2012 and they are receiving error. I would like to find out why? Is there a way to find error in logs somewhere on the server? Maybe Event Viewer? any info or direction would be great.

Error reported by user is wsdl error: HTTP ERROR: Couldn't open socket connection to server Error (10060): the server did not respond on time and timed out.

i tried to ping this entity IP from my server and could not reach it
