Where is windows server 2019/2022 arm64?
I have been running Windows server 2016(RTM ,build14901,arm64) on qemu(with KVM,based on RPI 4),I want to install drive but I can't,because the it's to old.I want to get

Server 2016 and 2019 are officially available as ARM. However, if you missed downloading your Server 2019 ARM64 EVAL or VolumeLicence version when it was available (a very short time) you have to use uupdump.net, which seems to be down as well right now. You may be out of luck.
Server 2022 exists as ARM64 version too, it even gets the same security update cycle as the normal Server 2022, and is used by Microsoft themselves. But Microsoft does not intent to release it to the public, and does everything possible to prevent those to escape.
The reason is quite simple: Support cost. Don't expect that to change, unless you are big enough to be recognized by Microsoft as a customer worth that effort.
I have a personal opinion in this topic as well, but that won't help in this discussion.
