Was Windows Identify Foundation removed from Windows Server 1709?

I tried to install Microsoft Office Online Server on Windows Server 1709 (the lastest version of Windows Server).

It says Windows Identity Foundation feature is required. But Windows Idntify Foundation feature is not available on Windows Server 1709.
