Unable to connect to remote desktop after reboot

One server HP with Windows Server 2019 with last updates.
Installed next roles:
- RD Session Host;
- RD Web Access server;
- RD Licensing;
- RD Connection Broker.

After every reboot of server I lost connect possibility to server by mstsc. Even to localhost on this server. Standart error: "Unable to connect to remote desktop. Try again...".
In system events appear this event ID: 1269 and 1306.
It fixing only by reinstall RD Connection Broker role and making collections.

How can I avoid this?
