Server 2019 Essentials Windows Server Backup will not install

I've installed Windows Server Essentials 2019.  Windows Server Backup was installed however it wasn't listed in Server Manager - Tools or Administrator tools.  This is identical to this article.  https://techcommunity.microsoft.com/t5/Windows-Server-for-IT-Pro/Windows-Server-2019-Standard-1809-where-is-Windows-Backup/m-p/298537#M1129

The fix in the above scenario is to reinstall.  I don't have that options because of the hours needed to reinstall LOB application and all of the workstations.  I have uninstalled and reinstalled with no luck.  Looking for a resolution.
