Thank you for reaching out. Have you added these users to the Remote Desktop users group? You might also need a group policy to enable normal users to RDP into servers.
Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections
- Locate the setting "Allow users to connect remotely using Remote Desktop Services" and set it to "Enabled."
This should resolve your issue.
