Reason why hash on file doesn't change on Windows Server?

I have a file that doesn't seem to change it's hash value when I change/save it and run a Get-FileHash command on it. This is on a Windows 2016 server.

However if I copy the file to my Windows 10 machine and perform the same test I can get the hash to change. Is there a registry key or something in Windows Server 2016 that prevents the hash of a file from changing?
