Having similar issues to this yesterday. Wanted to upgrade some 2016 CAL's to 2019 because of an upgrade. the new link https://aka.ms/aoh takes you to a wizard which allows you, at the end, to put your phone number. In Australia, to dial from international, numbers will have 9 digits, but the new dialog only allows 8. So no one from Australia can use the clearinghouse agents - they can't be contacted.. Any other way to get to them?
