I had this issue with my RDS Server. For me, i had recently disabled NTLM (Negotiate) Authentication in my WinRM to only allow safer Auths (mainly Kerberos).
This had lead to some things not working properly. Sadly, i now had to reenable it *very sad*
Won't you try the following:
You can check in powershell which authentications your winrm allows on the affected server. Use chatGPT to figure out how. Frankly, it's a whole process and too much to post here. Maybe you got the same issue?
