inplace upgrade Server 2019 to Server 2022, now shared printers are not working

After doing an in place upgrade Server 2019 to 2022 my shared printers don't work. I am an IT pro for 32 years, I have removed all printers an printer drivers from the Print Manager and re-added 15 times and still cant add printer to some workstations, and the ones I can add them to still wont print, Printing is just not working at all from a shared printer on the 2022 server. I have tried for 3 days now. I had to install all printers locally for the first time in 30 years. Major issue.

They wont even deploy with GPO.  I have tried everything, Like I said I worked on this for 3 days so I just want to report this bug.
