How to upgrade Windows Server 2019 1809 to 2004

Current version is 1809 and is it possible to upgrade to version 2004?

    Windows Server, version 2004 is a Semi-Annual Channel (SAC) Release of Server Core only. We support upgrade from n-2. The prior 2 SAC releases would have been Windows Server, version 1909 and Windows Server, version 1903. Windows Server 2019 is a Long-Term Servicing Channel (LTSC) release. Upgrade from an LTSC to a SAC is not supported.
