GPO Applied but not working

I have a Start Menu Layout GPO. It works for about 95% of my users and then I have a couple users that it does not work for. The users the GPO does not work for; when I do gpresult it shows the GPO is applied. There is nothing specific or different about the users that it does not work on. Any ideas on how to troubleshoot? It all looks correct in regedit also. Thanks!!
