File Open Dialog, Instant Search Box not working since some months

Since a recent windows update the Instant Search box at the top right of the File Open dialog does not respond to typing. You can type in it but the search is not applied. It used to work fine.

I first noticed it in Sql Server Management Studio (v.17) but it happens in all applications.

The same search box in Explorer continues to work fine.

This is only on Windows Server 2016 machines, my Windows 10 workstation does not have this issue.

What could be the cause of this?

[Edit] I would appreciate if folks could check this on your Server 2016 machines and confirm working or broken. If working please tell latest Windows Update for that machine.
