Failover Cluster Manager error when not running as administrator (on a PAW)

I've finally been trying (hard) to use a PAW, where the user I'm signed into the PAW as does NOT have local admin privileges on that machine, but DOES have admin privileges on the servers I'm trying ...

No. Still not able to use most of the functionality of Cluster Manager on a PAW. I think this needs somebody with better access to Microsoft support to log it and hope for a resolution.
