Duplicate Icons in Start Menu

I have some users that have duplicate icons in their start menu, however, when I go to the Start Menu folder, there is only one icon for each applications. I have tried to clear the TileDataLayer cache and that did not fix the issue. Our machine is running Windows Server 2016. Any other ideas? Thanks!
