DHCP issues on New DHCP server

I have a DHCP server role set up on Domain Controller (OS: Windows 2012 R2).

 

I have an enlarged scope /23.   (x.x.236.0 --> x.x.236.1-x.x.237.254

 

I am getting a ton of errors saying the there are no available IPs when I show only 51% in use and assuming there are static IPs set in the network, I ran a scan and show only 175 addresses in use.

 

 Scope Exclusions:

x.x.236.1

x.x.236.3

x.x.236.42-49

x.x.236.60

x.x.236.120-254

x.x.237.1-10

x.x.237.50-80

x.x.237.90-100

x.x.237.239-254

 

Total Available Addresses: 286

In use (DHCP): 146 (reserved or leases)

 

Sample Error Msg: "DHCP client request from MAC*****C4F0 was dropped since the applicable IP address ranges in scope/superscope "The Scope" are out of available IP addresses. This could be because of IP address ranges of a policy being out of available IP addresses."

 

I do have a Scope policy to assign specific Mac Addresses to an IP Range - 60 unit pool and only 49 MAC addresses to date.
