An error occurred while while trying to share folder name. Access is denied.

Hi, I have an issue while trying to create a shared folder on a Windows 2012 R2 server.  The message I receive follows:  An error occurred while trying to share folder name.  Access denied.  The shared resource was not created at this time.  I've tried several things to share the folder.  I've taken ownership and still get the message.  Advance sharing I select everyone full control, click apply, click on and then I get the message.  Made myself a member of the local administrators group on the server still get the error message.  Made sure file an print are enabled.  I'm at a loss.  Any help would greatly be appreciated.
