Advanced Group Policy Management (MDOP) problem with production delegation

Does anyone have an Advanced Group Policy Management (AGPM) console they can check? From the Production Delegation tab, ours adds (for example) Edit, Delete, Modify permissions and also "Apply". It only shows in the console as Edit, Delete, Modify, but on the policy itself an Apply permission is added as well. Obviously the delegation for Edit, Delete and Modi
