AD server wont perform windows Activation. Server 2016 build 1607. Possible issue with services.

These one-offs like this are never worth spending any time on. The much cleaner / simpler / safer method is to stand up a new one for replacement.
I'd use dcdiag / repadmin tools to verify health `correcting all errors found` before starting `any` operations. Then stand up the new 2016, patch it fully, license it, join existing domain, add active directory domain services, promote it also making it a GC, transfer FSMO roles over, transfer pdc emulator role (optional), use dcdiag / repadmin tools to again verify health, when all is good you can decommission / demote old one.

Dave Patrick Thanks for the suggestion, ill close this out. Did not really want to rebuild this from scratch.
