I am still not able to download the latest .msi 1.1 version for AD Replication Tool. When I choose download the older 1.0 Version downloads. I am using link: https://www.microsoft.com/en-ca/download/details.aspx?id=30005 Please help, I use this tool often.

It always says "1.0" - it's incredibly annoying. If you look at Properties > Details on the MSI file, under the Origin heading, you'll see Content Created is 15 April 2022.

There's a new unofficial open source version written by an MS engineer. It's called "https://github.com/ryanries/ADReplStatusl" and is available from GitHub. There are a couple of things I don't like about it, like the clunky button size and the fact it doesn't persist the window state when it's reopened. But it's early days yet and there have been ongoing improvements.
For discovering the replication status and displaying it in a graphical way, plus a couple of built-in diagnostics, it's worked perfectly for me so far (including getting a good workout with multiple domain migrations and new DCs added in remote sites with incomplete firewall configs).
