Sheduled patching doesn't add VMs to patch

I am using below code to schedule patching activity for VMs. But still some Vms are not getting patched .I want your help to improve below code logic like change the logic to align to count of VMs and also you can suggest your ideas to improve the logic.I need it on urgent basis please help me with this.
