Assuming you're running Enterprise, Education or Professional (basically, any edition other than Home) then the "best" approach would be the leverage local group policy (for workgroup machines) or domain group policy (for domain-joined machines).
Scripts can be specified in multiple locations, however, from your description, it sounds like the computer policy branch would suit you best.
