Commands to provide read and write access to a Rolegroup/DL

Can anyone please help me fetch the commands to provide read and write access to a Rolegroup / DL in a Active Directory please?

What do you mean by provide read/write access to DL? Do you need to provide permissions to send to DL or manage it?
