can't create or edit EO transport rules with PS 5.1

I'm getting the below error when running 'New-TrasnsportRule' or 'Set-TransportRule' command when running powershell 5.1, due to other dependencies I can't update right now. Has anyone seen this error before?

    I'm not getting this error on ExchangeOnlineManagement v3.2.0 using Windows PowerShell 5.1 (which is the only version I use.)
