Automation Account friendly powershell script to turn on the drain mode for WVD VM's which is off.

We are looking to start the WVD VM's in a host pool using automation account to match patching cycle timing. So the logic should be, 

Is the Session Host/VM off? >>> If yes then >>> Put the machine in drain mode >> Then start the machine >> set timer for drain mode on machine to set to off in x hours..
