how can I add a Teams Channel Connector via PowerShell?
You cannot, use the client UI.

VasilMichev is correct here.
It is not possible to do it programmatically (at least right now).
It can only be accomplished via desktop or web clients.
There is a user vote to implement it.
Please vote, so it will be added to roadmap and implemented.
