2016 Server PowerShell Does not get Prompt

Recently I have noted that some of our 2016 servers (Version 1607) will not get to a prompt when I try to launch PowerShell or PowerShell ISE. It displays the copyright, but never show a prompt. On one of the servers I was able to do a reboot and it resolved the issue for now. On one of the servers I looked at the command history and I had run a command from PowerShell 2 days earlier without issue. I need to update the SSL Certificate on our ADFS and WAP servers and need PowerShell access. I do not see anything helpful with this issue in Even Viewer. What should I do next? Thanks,
