How to bring up the "Let's finish setting up your device"?

I was on the page while something on the background poped up and blacked out the screen, so I had to restart the computer and now I've been screaming at my PC trying to get the page to show back up for more than 30 minutes.. I need to go back to that setup and can't find a way to do so anywhere...

    So, your PC ran into a problem and when you start it, it shows "Let's finish setting up your device" for over 30 minutes, is that correct?
    It advises you to wait a bit and then you may press the Power button for few seconds to perform force shutdown and then start your PC.
    Make sure have a DVD or USB installation of Windows 10 ready, so if the start failed, you may use it to perform a repair install or reinstall the Windows.
