I want to install an app on a PC with Windows IoT Enterprise.

We would like to implement thin client PCs for use on a specific site.
On a PC with Windows IoT Enterprise, can the administrator install the necessary apps during the initial setup phase and then set them to not be installed for general employee use?
Or do we have to have the device vendor pre-install the necessary apps?

    moeka_matsumura, while this may be technically possible, the terms of agreement with your device vendor would come into play. They would be in the best position to provide guidance in this case.
