Using CMD to change File Title, Auther and add a description

Hello 

Lately I have been using CMD to rename several files in the same time and it has been very helpful.

I want to know if there is a command line changes the properties of a file especially the title and the description based on its file name.

This command will be very helpful to change the properties of several files.
