Developing a web site for judging photography Competitions

Hi,

I need a build a web site with .net back end to judge photography competitions.

Basic requirements are ;

01. Participants create an account and Login

02. Upload their photographs for the completions and make payments

03. Jury members login in to the system and select respective photography categories for judging.

04. Photographs should be displayed in large size and small side pane to allocate points out of 10 for each and every photo.

05. End of the judging session select final winners and generate reports accordingly.

these are only the basic requirements.

I want an idea regarding developing this web site. I am familiar with c# and .net(classic) web applications.

what are the easiest technologies to follow to build this web site.

Planning to use MSSQL database to as my database.
